MASAK Makes Remote KYC Mandatory for Crypto Asset Providers (2026 Update)
A new regulation has been introduced for remote identity verification in transactions conducted by crypto asset service providers.
The “Communiqué on Amending the General Communiqué of the Financial Crimes Investigation Board (MASAK),” prepared by the Ministry of Treasury and Finance, has been published in the Official Gazette and has entered into force.
With this communiqué, the title of the relevant section, formerly “Remote identity verification in capital market transactions,” has been amended to “Remote identity verification in capital market and crypto asset service provider transactions.”
As part of this change, a temporary article has now been made permanent. The permanent article is as follows:
“Crypto asset service providers shall carry out remote identity verification when establishing an ongoing business relationship with their customers, in accordance with the specified methods and measures. However, within the scope of this identity verification, the address and the identity details—specifically the name, surname, date of birth, and T.R. identity number—shall be verified through the database of the Ministry of Interior, General Directorate of Population and Citizenship Affairs’ identity sharing system.”
