Quick take: If you bought a residential property in Türkiye on or after 16 October 2023, you can apply for a short-term residence permit based on ownership only if the sale price written on your title deed (tapu) equals at least USD 200,000 (in TRY) using the Central Bank’s selling rate on the title-transfer date. For these post-16/10/2023 purchases, valuation reports are no longer accepted—the deed price controls. For earlier purchases, the older thresholds (USD 75,000 in metropolitan cities / USD 50,000 in other provinces) still apply and a valuation report is still required.

What changed on 16 October 2023?

  • Minimum price (all cities): The property’s sale price on the deed must be ≥ USD 200,000 (converted to TRY at the CBRT selling rate on the tapu registration day).

  • Valuation reports: For purchases on/after 16.10.2023, no appraisal/valuation report is considered; only the deed price is taken into account.

  • Application type doesn’t matter: First-time, transfer, or extension applications are all subject to the same rule if the purchase date is ≥ 16.10.2023.

How the USD calculation works

  1. Look at the sale price written on your title deed (in TRY).

  2. Take the Central Bank of Türkiye (CBRT) USD selling rate on the exact date your title was registered.

  3. Convert: TRY deed price ÷ CBRT selling rate.

  4. Result must be ≥ 200,000 USD.

  • Original title deed (tapu) and sale contract showing the price.

  • Proof of payment (bank transfer receipts recommended).

  • Keep a print/screenshot of the CBRT selling rate for your title date in your records.

  • If applying for a renewal, the same purchase-date rule applies: if your deed is ≥16.10.2023, the USD 200k condition still governs.

Common pitfalls to avoid

  • Relying on valuation reports for post-16/10/2023 purchases. They won’t be considered.

  • Confusing offer price with deed price. Only the registered deed price counts.

  • Using the wrong exchange rate or date. It must be the CBRT selling rate on the deed day.

  • Buying non-residential property and expecting it to qualify.
