Marriage Procedures in Turkey
DOCUMENTS REQUIRED TO FILE AN APPLICATION FOR MARRIAGE OF FOREIGNERS
1. CERTIFICATE OF CELIBACY
A) To be issued by the Consulate of the country of the foreigner located in Istanbul. The certificate of celibacy will be certified by the Governor of Istanbul (Istanbul Valiligi) located in Cagaloglu, or
B) If the consulate of the country of the foreigner is located in Ankara then the certificate of celibacy will be certified by the Ministry of Foreign Affairs of the Turkish Republic.
C) If the Certificate of Celibacy is to be issued in the country of the foreigner then it should be certified by the Consulate of the Turkish Republic or should have an apostil. It should also be translated into Turkish and notarized. Otherwise, it will not be valid.

3. ACCOMMODATION DOCUMENT
If both partners are foreigners then a letter should be written by the hotel that the foreigners are staying. In this letter, the duration of stay and date of departure will be written.
4. HEALTH REPORT
The health report should be issued by the health units (Sağlık Ocağı) or state hospitals (Devlet Hastanesi). Any report to be issued by private hospitals or clinics will not be accepted. The first application should be made to the health units (Saglik Ocağı).
5. SIX (6) PASSPORT SIZE PHOTOS
You should have a fountain pen with you during your application. The application forms will be filled in with a fountain pen.
